1. Purpose

1.1 This policy outlines the University’s ability to regulate and control access to University land as well as the conduct of persons on the Land in accordance with the provisions of the University of the Sunshine Coast Act 1998 (Qld), particularly Schedule 1 Part 3 Conduct on University Land.

1.2 The policy must be read in conjunction with the linked Conduct on University Premises – Conditions of Entry.

2. Scope and application

2.1 The policy applies within the boundaries of all University land, every part of University premises, and to all individuals on University premises at any time.

3. Definitions

3.1 Refer to the University’s Glossary of Terms for definitions as they specifically relate to policy documents.

4. Responsibilities

4.1 The Vice-Chancellor and President can, in writing, appoint any individual who has the necessary training, or knowledge and experience, to be an authorised person in accordance with the University of the Sunshine Coast Act 1998 (Qld).

4.2 A person who is appointed as a SafeUniSC Security Officer of the University, and who has been issued with SafeUniSC Security Officer Identification, is an authorised person for the period of their appointment.

5. Conduct on University premises

5.1 The University’s Conduct on University Premises – Conditions of Entry as approved by the Vice-Chancellor and President and published on the University website, details the conditions of conduct on University premises and in summary provides that:

(a) no individual can occupy, alter or use University premises other than in accordance the legitimate operations of the University or any contractual agreement with the University, without the express authority of the Vice-Chancellor and President or an authorised person; and

(b) an individual must not be disorderly or create a disturbance on University premises, or conduct them self in any way that may pose a threat to persons, property, wildlife or University premises.

5.2 Any individual acting in, or reasonably suspected of acting in, a manner contravening the University’s Conduct on University Premises – Conditions of Entry, can be directed to leave the University premises by an authorised person. Any failure by a person to comply with such a direction can result in the issue of a fine in accordance with the University of the Sunshine Coast Act 1998 (Qld).

5.3 An authorised person may provide a Notice Prohibiting Entry to exclude any individual for a defined or indefinite period of time. Any individual issued a Notice Prohibiting Entry is not permitted to enter University Land for the period specified in that notice.

5.4 Proceedings for a breach of the University of the Sunshine Coast Act 1998 (Qld) can be taken in a summary way under the Justices Act 1886 (Qld).

6. Safety and Security

6.1 The University aims to achieve and maintain a safe and secure environment for all of the University’s campus communities, and to provide appropriate personal safety and protection from theft and damage for all students, staff, visitors, and property in accordance with all relevant Australian laws and the lawful instructions of the University.


6.2 Security on all University premises is controlled centrally through Campus Development and Services (Security and Emergency Management), responsible directly to the Director, Campus Development and Services, although security operations at each location are run in close liaison with the relevant Campus Coordinator or third-party operator.

6.3 Campus Development and Services (Security and Emergency Management) has an extensive set of operating procedures designed to contribute to the good management of the University by providing security staff and the Emergency Control Organisation with a comprehensive guide which will assist them in carrying out their duties.

6.4 Campus Development and Services will develop, maintain, and train the Emergency Control Organisation (ECO) for emergency first response as required by relevant Legislation.

7. Closed Circuit Television (CCTV) and other security recordings

7.1 The University is dedicated to ensuring a safe and secure environment across all of its University premises. To support this commitment, CCTV can be overtly installed at designated locations as a key element of the University’s community safety and crime prevention strategy. Additionally, other security surveillance technologies, can also be utilised on University premises as part of the comprehensive security monitoring program.

7.2 Campus Development and Services (Security and Emergency Management) is responsible for the management of the University's Security Surveillance Systems. This includes the maintenance and operation of the system as well as the protection of the privacy interests of individual members of the University community and the public from intrusive monitoring in accordance with the Closed Circuit Television (CCTV) and Security Recordings - Operational Policy.

8. Authorities and responsibilities

8.1 As the Approval Authority, Vice-Chancellor and President approves this policy in accordance with the University of the Sunshine Coast Act 1998 (Qld).

8.2 As the Responsible Executive Member the Chief Operating Officer can approve procedures and guidelines to operationalise this policy. All procedures and guidelines must be compatible with the provisions of this policy.

8.3 As the Designated Officer the Director, Campus Development and Services can approve associated documents to support the application of this policy. All associated documents must be compatible with the provisions of the policy.

8.4 This policy operates from the last amended date, with all previous iterations of policy on conduct on University premises are replaced and no longer operating from this date.

8.5 All records relating to conduct on University premises must be stored and managed in accordance with the Records Management - Procedures.

8.6 This policy must be maintained in accordance with the University Policy Documents - Procedures and reviewed on standard 5-year policy review cycle.

8.7 Any exception to this policy to enable a more appropriate result must be approved in accordance with the University Policy Documents - Procedures prior to deviation from the policy.

8.8 Refer to Schedule C of the Delegations Manual in relation to the approved delegations detailed within this policy.
